Michael S. Mulkey, Attorney

Michael S. Mulkey received his Bachelor’s Degree from Wake Forest University in 1970 and his Juris Doctorate Degree from George Mason School of Law in 1978.  Since then he has engaged in the private practice of law in Hampton Roads.  Areas of practice include family law, juvenile and adult criminal matters, and civil law including personal injury cases.  Michael’s practice has a heavy concentration in family law, where he has an extensive background with experience in divorce, spousal and child support issues as well as child custody and visitation matters.

He has long been an advocate and promoter of service activity within his community, participating with the American Lung Association; the American Red Cross; the Newport News Youth Services Commission; War Memorial Museum Board of Directors; Peninsula Port Authority; People to People; Peninsula Committee National Conference of Christians and Jews; Former President Hampton Roads Jaycees. He is an Elder and Trustee at the Hilton Presbyterian Church.

Professionally, he was active in the founding of the Adult Drug Court and Juvenile Drug Court programs for the Newport News Circuit Court and Newport News Juvenile & Domestic Relations District Court. He currently serves on the Newport News Bar Association Board of Directors, and the Virginia Bar Association Disciplinary Board which is the body that investigates attorney misconduct.

Philip J. Forbes, IV, Attorney

Philip J. Forbes, IV received his Bachelor’s Degree from Siena College in 1991 and his Juris Doctorate Degree from Nova Southeastern University in 1995. He established his own private practice in 1996. His primary areas of practice include commercial and residential real estate, business law, limited liability companies, estate planning and estate administration.

Phil is active in the community, as a volunteer coach for basketball and baseball for over 20 years, member of the Board of Directors for the Youth Volunteer Corps of Hampton Roads, and a member of the Board of Trustees for the Virginia Living Museum.

Professionally Phil is a member of WealthCounsel, Newport News Bar Association, and a member of the real estate section of the Virginia State Bar.

Daniel L. Reid, Attorney

Daniel L. Reid received his Bachelor's Degree from the University of Virginia in 1994 and his Juris Doctorate Degree from the University of Dayton in 1997. Since his admission to the bar, his practice has primarily focused on all aspects of real estate matters including closing residential and commercial real estate, and performing title exams. Dan has acted as an expert witness on many complex title issues, and has assisted on clearing title matters for his clients. In addition, he has extensive experience in representing clients in both juvenile and adult criminal matters, as well as representation in traffic court on The Peninsula.

Dan is active in the community, acting as a volunteer with Cub Scout Pack 155 in Seaford, Virginia, as well as a volunteer coach with Peninsula Youth Football.

Mr. Reid is a member of the Real Estate and Criminal Law sections of the Virginia State Bar, and is a member of the Newport News Bar Association.

Harold H. (Bart) Barton, Jr., Attorney

Harold H. (Bart) Barton, Jr. received his Bachelor's Degree from the United States Air Force Academy with the Class of 1973 and his Juris Doctor Degree from Regent University, School of Law in 2004. He established a private practice in Newport News that same year. Bart's primary practice area is Elder Law. He represents older persons, disabled individuals, their families, and their advocates. He also practices in the areas of Veterans Benefits, as a VA accredited attorney including claims and appeals; Transactional Law, which includes establishment and maintenance of limited liability companies, corporations and non-profit organizations; Guardianships for minors and adults; and Restoration of Individual Rights. Bart is also qualified as a Guardian Ad Litem for incapacitated adults.

Prior to beginning a law career, Bart served in the United States Air Force for over twenty-six years and retired as a Colonel in 1999. A fighter pilot with over 3,200 hours in various aircraft including the F-111, Bart was the Commander of the 77 Tactical Fighter Squadron during Operations Desert Shield and Desert Storm. He is the recipient of the Legion of Merit and other military awards and decorations.

Since moving to Hampton Roads in 1996, Bart has been active within the local community as a volunteer and leader. He was a founding trustee and director of Orphan Helpers, Inc., a ministry to abandoned and incarcerated children. He was also a founding board member of the Arisen Foundation for Missions. A lifetime member of the Air Force Association, Bart serves on the Executive Committees of the Virginia State and Langley Chapter. He was recently awarded the AFA Exceptional Service Award, the highest national individual recognition. He is an active member of Liberty Baptist Church where he serves in the Crown Financial Ministry and on the leadership team for Disaster Response.

Professionally, Bart is a member of the National and Virginia Academy of Elder Law Attorneys and the Newport News Bar Association.

Hunter Routten, Attorney

Hunter Routten received his Bachelor's Degree from the University of Tennessee in 2008 and his Juris Doctorate Degree from the Regent University, School of Law, in 2012. Since his admission to the bar, his practice has primarily focused on aspects of debt collection, landlord-tenant matters, specifically in the area of landlord’s rights, and representation of homeowner’s associations. Hunter also represents individuals in criminal and traffic matters and is certified by the Virginia Indigent Defense Commission to represent indigent persons accused of crimes.

As a lifelong resident of the Hampton, Virginia; Hunter is active in local community and church groups including Monitor Lodge AF&AM No. 197 located in historic downtown Phoebus. Hunter is also a member of the Newport News Bar Association and the Newport News Bar Association Young Lawyers Chapter.
